Everyone has the right to shelter, with water, electricity, and sanitary conditions, as defined by law. Every able-bodied person 18 to 60 years old who receives assistance has the responsibility to work on behalf of society at that shelter or elsewhere while receiving assistance.

I might add the word “habitable” in front of shelter. It’s a word with enough common law behind it that it has established an independent legal meaning.

All rights bear with then responsibilities. Foremost, the responsibility to respect the rights of others. All people in all countries have the right to shelter with clean water and a bed to sleep. Of course almost all people will want more than this, and through hard work and cleverness they can obtain it.
For those who slip through the cracks no one will be destitute. A hand up helps us all. Destitution is a source of crime, pandemics and personal fear for ourselves and our children. The gains far surpass the costs.
In return, those who receive a hand up can in turn put their hands to work for the community they are in and our Earth community.
